**CRS Request for Proposal** **RFP# 2011586** Dear Sir/Madam, ## Subject: Request for Proposal: Catholic Relief Services (CRS) is an international non-governmental organization, based in the United States, and has been registered in Lebanon since 2007. CRS has been supporting many humanitarian projects in Syria. 1. **Objective:** As part of the global support provided to the government in Syria, CRS seeks a qualified **Safeguarding Consultant** to support the development, revision, and operationalization of comprehensive safeguarding systems in line with **national legislation and internationally recognized safeguarding standards**, while ensuring strong coordination between CRS and the relevant government institution. The overall objective of this consultancy is to **design, revise, and support the implementation of an institution-wide safeguarding policy and procedures framework**, and to serve as a liaison between the relevant government institution and CRS to ensure compliance, coordination, institutional ownership, and sustainability of safeguarding systems. Consultant Qualifications and Competencies as illustrated in the Annex.1 SOW** - Eligibility: This consultancy is open to Syrian nationals only. - Advanced degree in Law, Social Sciences, Human Rights, or related field - Minimum 2 years’ experience in Safeguarding or child protection systems, is preferred. - Experience working with government institutions and NGOs - Strong drafting, facilitation, communication and coordination skills - Demonstrated knowledge of national protection laws and international safeguarding standards, is preferred. - Fluent in Arabic and English - Strong analytical and organisational skills - High ethical standards and confidentiality - Stakeholder engagement skills - Results-oriented and detail-oriented approach. **3.
